Who we are:
We are a strategic partnership of different organisations with important roles in safeguarding adults in Leeds. Membership currently includes senior representatives from:
- Leeds City Council - Adults & Health
- West Yorkshire Police
- West Yorkshire Integrated Care Board
- Leeds and York Partnership NHS Trust
- Leeds Teaching Hospital NHS Trust
- Leeds Community Healthcare NHS Trust
- HM Prison and Probation Service
- West Yorkshire Fire and Rescue Service
- Leeds City Council - Housing Leeds
- Advonet
We have an Independent Chair: Richard Jones CBE whose role is to lead, support and challenge our members to achieve the best possible outcomes for people in Leeds.
What we do:
Our role is to bring organisations together to help and protect adults with care and support needs, from abuse, neglect and self-neglect. This involves coordinating safeguarding work in the city and ensuring the effectiveness of arrangements in place.
Our work includes:
- Promoting awareness and understanding of safeguarding adults issues and concerns. You will be able to see some of this work throughout this website but there is also information about our work in our Annual Report and our Strategic Plan.
- Producing multi-agency procedures and guidance to enable organisations to work together with agreed roles, aims and objectives. You can find much of this work on Our multi-agency safeguarding policy and procedure pages.
- Undertaking Safeguarding Adults Reviews to learn from situation where organisations could have worked better together. You can see some of the reviews we have undertaken on the Safeguarding Adults Review pages.
- Sharing learning to improve safeguarding practice in Leeds. You can see much of this work on our Learning, Development and Practice Resource pages.
- Promoting practice that is focused on the needs, wishes and desired outcomes of the person at risk. You can see this in our multi-agency policy and procedures and Our Citizen-Led guidance pages
- Seeking assurance of the safeguarding arrangements that each member organisation has in place. You can see some of this work within our Annual Report and Strategic Plan.
Our role is set out in the Care Act 2014 (Section 43-45; and Schedule 2). For more information about our roles, responsibilities and how we work as a Board, you are welcome to read our Working Arrangements document.
What we can't do
There are certain things we cannot do as a Board.
- We cannot provide or commission any safeguarding services.
- We cannot receive safeguarding referrals or undertake safeguarding enquiries.
- We cannot investigate complaints regarding the actions of a member or partner.
If you are concerned that an adult with care and support needs is at risk of abuse, neglect or self-neglect it is important that you contact the police (where there is an immediate risk) or use the report concerns link above to contact Leeds City Council's Adults & Health department.
